The Refinery Terminal Fire Company (RTFC) was established in 1948, in the wake of the Texas City, Texas disaster, and today is the largest non-profit industrial firefighting group in the United States. Through the unique concept of ownership by its members, RTFC provides state-of-the-art industrial fire protection, prevention, inspection, hazard mitigation, Training Services, In-Plant Services and technical support services. As a company, RTFC has responded to thousands of fires, hazardous materials releases, rescues and medical emergencies throughout the oil, petrochemical, pipeline and port facilities of its members. RTFC currently has over 100 full time career firefighters, which operate 7 fire stations 365 days a year. All career RTFC firefighters are highly trained in industrial firefighting, storage tank firefighting, interior structural firefighting and marine firefighting; as well as hazardous material responses, emergency medical responses, confined space rescue, high angle rescue and trench rescue response.

RTFC currently protects over 70 individual facilities owned by 18 different corporations. RTFC operates as a "cooperative" company, as the Fire Company is funded by its membership.

RTFC also provides a number of special services such as: inspections, testing and maintenance of equipment; fire & rescue pre-planning; fire or rescue emergency "stand by" services and consulting services. In addition, RTFC operates a $5.5 million training center which is used to train its worldwide clientele in all aspects of industrial emergency response and preparedness.

Refinery Terminal Governing Organization

A six (6) member Board of Directors elected by the membership based upon capital contributions since 1948 governs the Fire Company. Each Board seat represents a 11% capital contribution. The RTFC President, Sr. Vice President, and Secretary/Treasurer are elected from amongst the Board.

The Fire Company's overall business operations are directed by the CEO and the emergency response activities are directed by the Fire Chief. The CEO is hired by the Board of Directors and reports directly to the RTFC President.

The Member Companies and Their Representatives

The Refinery Terminal Fire Company (RTFC) Emergency Response Services is funded through their memberships which pay an annual assessment for access to RTFC fire protection. In some cases, ERS member companies have also contributed specialized equipment to the Refinery Terminal Fire Company. These contributions are noted on the equipment—thus, giving community recognition to the contributor-company.

For an additional fee, the RTFC ERS members can also train their company personnel in a variety of skills that include, but are not limited to firefighting at the RTFC Training Academy.

The Refinery Terminal Fire Company functions as a cooperative, entirely owned by our industrial membership. There are currently 11 member companies, with over 60 locations, containing billions of dollars in assets. The RTFC Board of Directors—made up of our member company representatives—is headed by our President, Mr. Kiggans from Valero Refining.
